I used to do vegetarian low carb as well although as you are probably figuring out it is super difficult. I wasn't able to stay on it forever but did it for a few years. Here are some of the things ate. Some of them I still eat because they are so tastey. :)

Just a note. There is no one food in particular that is high fat and high protein and low carb. You find this by putting different foods together in combination. Here are some examples:

Breakfast: This is much easier for vegetarians. I made a quiche sometimes and ate a piece each week or a frittata. If you get sick of eggs these flaxmeal muffins are also good. You can add blueberries to them too:

Of course you can always make easy soups such as egg drop soup (super low carb), or salads which are also very low carb.

Are you currently vegetarian? If so, then just cut out high fat foods - like cheese pizza, taco bell, etc.

If you aren't, then make the switch and be smart about what you eat.

As long as you are eating a balanced diet, it's not that hard to eat low-fat - especially when you are on a budget.

Rice, frozen veggies, some marinated Tofu, and Teriyaki sauce is lowfat and cheap.

Pasta with marinara sauce and some veggie crumbles tossed in, too.

Bean Burritos with sauteed veggies and rice. Cheap, easy, tasty.

Cereal is super high carb - yes, it's lowfat, but not exactly great for a diet.

Green Veggies - nice and healthy, but not a rounded diet.

Beans - great for protein and some nutrients, but again, not balanced.

Mix it up! Have fun, but be smart!

The best way to do that is to EXERCISE.
I'm a bicycle racer, and have no fat whatsoever on my face. So, do bicycle racing, and you'll look like that too. Or running or some other kind of endurance sport or exercise. Yeah, sure, you can starve yourself to a thin face/body too, or eat an Atkins crap diet, or you can just add exercise, or you can be an athlete and a vegan as I am (I was already fat-free from years of cycling prior to becoming vegan). Also, if you are female, then you will naturally have more fat than a male... it's natural, so don't go around comparing your own fat to male fat... if you were to have the low levels of fat that a male athlete has, your period would stop and you'd become unhealthy. Just look at the photos of female bicycle racers or other athletes compared to males. You'd have to be really hard core to have thin 'sucked in cheeks"

For four people: Dice the following vegetable: two onions, three stalks of celery, three carrots, 2 cloves of garlic. In a medium sized saucepan, heat 1/4 cup olive oil gentle (or any vegetable oil) Saute the garlic and onions until translucent, add 1/4 tsp. each cumin and salt, stir, add the celery, carrots, and cook for a further five minutes, add a half cup of shredded cabbage and three cups of water. Simmer for 25 minutes. Add the cooked noodles. Adjust salt and pepper to taste.
